Director’s negligence costs 1.5 Cr. to DAVV

During his tenure as director of Academic Staff College, Bhumesh Gupta did not submit to the University Grants Commission ( UGC) utilisation certificates of allocated grants forcing the funding agency to stop further installments of grants.

Since, the ASC did not receive a single penny in the form of grant from the UGC for last two years, the DAVV had to pay for every expense of the college, which is located on the UTD campus.

Since 2009- 10 fiscal, the year when the UGC stopped allocation of grants to the ASC, the DAVV spent Rs 1.5 crore on the college, which it had not to if the UGC had allocated grants.

A varsity officer said that Gupta did not send UC of grants to the UGC from session 2006- 07. The UGC sent several reminders to the ASC director but to no avail. Resultantly, the UGC stopped grants to the college and the DAVV had to pay for its operation cost.

When the matter came to light a month ago, Vice Chancellor Prof Rajkamal stripped Dr Gupta of directorship and issued a show cause notice to him asking reason behind not submitting UC to the UGC within the stipulated time.

The notice states that because of his negligence, the varsity had to bear loss of Rs 1.5 crore. ‘If the UGC did not disburse the amount spent, the university on the ASC, it would be taken as sheer negligence on your part,’Gupta told.

Gupta has been asked to file his response to the notice within seven days else one sided action would be taken against him.
